St. Catharines Man Arrested in Decade Long Human Trafficking Investigation

A St. Catharines man has been arrested following a long-term human trafficking investigation spanning a decade.

Niagara police say their Human Trafficking Unit launched the historical case in 2024, looking into offences reported between 2008 and 2018. Investigators eventually identified a local delivery driver as the suspect.

On Tuesday, officers arrested 56-year-old Stephen Caron of St. Catharines. He’s now facing several charges, including

  • Trafficking in Persons
  • Material Benefit
  • Sexual Assault (4 counts)
  • Assault with a Weapon
  • Assault
  • Uttering Threats

Caron remains in custody and is scheduled to appear in court on Tuesday, November 18, 2025, at the Robert S.K. Welch Courthouse, located at 59 Church Street in St. Catharines.

Police believe there may be additional witnesses and are asking anyone with information to contact investigators or reach out anonymously through Crime Stoppers.
