St. Catharines City Council has approved a new nine-storey development on Niagara Street.
The project is at 148 Niagara Street, which is just south of the QEW and north of Welland Avenue.
The development will include 197 purpose-built rental units.
The owners say that a minimum of 10 percent of those will be deemed affordable rentals.
