Three arrested after OPP takedown illegal million-dollar cannabis delivery company in Niagara

Police say they have arrested three people after busting an illegal cannabis company offered same-day deliveries.
The Ontario Provincial Police’s Provincial Joint Forces Cannabis Enforcement Team says they launched Project Diagnoal, a multi-agency investigation targeting the companies, “Harmonized Hemp” and “CannaTrust.”
Police say the companies were offering cannabis delivery in Niagara and courier services to ship illegal cannabis products nationwide.
Officers executed six search warrants at properties across Hamilton and the Niagara Region, alongside five vehicle searches.
Over $1.1 million worth of illegal cannabis and cannabis products were found, along with 770 grams of magic mushrooms.
32-year-old Jason Muscat-Tyler of Niagara-on-the-Lake, is charged with the following Criminal Code (CC) and Cannabis Act (CA) offences:
Possession of property obtained by crime, s. 354(1)(a) CC
Possession of illicit cannabis, s. 8(1)(b) CA
Possession for the purpose of distributing, s. 9(2) CA
Possession for the purpose of selling, s. 10(2) CA
31-year-old Sean Paul-Farr of Hamilton, was charged with:
Possession of property obtained by crime, s. 354(1)(a) CC
Possession for the purpose of trafficking – psilocybin, s. 5(2) of the Controlled Drugs and Substances Act (CDSA)
Possession of illicit cannabis, s. 8(1)(b) CA
Possession for the purpose of distributing, s. 9(2) CA
Possession for the purpose of selling, s. 10(2) CA
37-year-old Michelle Dolbeck of St. Catharines, was charged with:
Possession of property obtained by crime, s. 354(1)(a) CC
Possession for the purpose of trafficking – psilocybin, s. 5(2) CDSA
Possession of illicit cannabis, s. 8(1)(b) CA
Possession for the purpose of distributing, s. 9(2) CA
Possession for the purpose of selling, s. 10(2) CA
The accused were released from custody and are scheduled to appear before the Ontario Court of Justice in St. Catharines on Monday, June 8, 2026.
